Helene and Milton in Tampa Bay: flood claims and FEMA aid, by county and ZIP

What FEMA's public records show about flood insurance claims and FEMA aid to homeowners in Pinellas, Hillsborough and Pasco counties after Hurricanes Helene and Milton in 2024.

By Matan, owner of Tao Home Buyers. Last reviewed . General information, not legal or tax advice.

The short version

  • 35,131 flood insurance (NFIP) claims for Hurricane Helene in the three counties, 23,452 of them in Pinellas. Hurricane Milton added 5,782.
  • 381 of those Helene claims (1.1%) show an Increased Cost of Compliance (ICC) payment so far. In Pinellas it is 321 of 23,452 (1.4%). ICC is the part of a flood policy that pays up to $30,000 toward raising or tearing down a house the city or county finds substantially damaged.
  • On Helene claims that paid for the building, the median building payment was $110,098 in Pinellas, $99,513 in Hillsborough and $95,130 in Pasco. Half of paid claims got more and half got less.
  • FEMA approved $422 million in aid to 60,202 homeowners in the three counties after Helene. Its inspectors recorded more than $30,000 of damage for 3,174 of them.

Flood claims as of September 8, 2026, the date on FEMA's latest monthly claims file. FEMA aid to owners as of FEMA's October 29, 2026 update. We pulled both on October 30, 2026, 12:42 AM EDT. Download the county figures (CSV).

Flood insurance claims by county

These are claims on National Flood Insurance Program (NFIP) policies that FEMA ties to each storm: Helene is flood event FL0124 and Milton is FL0224. Building payments are what the NFIP paid toward the building itself, not its contents. The median is the middle payment among claims that paid anything for the building.

“Under 10” and “Not shown” mean the figure rests on 1 to 9 records, so we leave it out (see Method).

FEMA aid to homeowners by county

FEMA's Individuals and Households Program gives grants to people whose homes were damaged in a declared disaster. These figures are FEMA's own counts for homeowners (renters are in a separate dataset) under DR-4828-FL (Helene, declared September 28, 2024) and DR-4834-FL (Milton, declared October 11, 2024). “Inspected with damage” means a FEMA inspector recorded some damage. Amounts are what FEMA approved, all types of aid together, with the part for home repair or replacement shown on its own.

Far more owners registered after Milton than after Helene (265,260 vs 99,044), but fewer had more than $30,000 of inspected damage (415 vs 3,174).

By ZIP code

ZIP codes are as reported on each claim or registration. We list a ZIP code only when it has at least 10 records for that storm, and inside a listed row we still leave out any count from 1 to 9. A ZIP code that crosses a county line can appear under both counties. Open a county to see its tables.

What this means if you own a damaged house

A big flood claim is not a substantial damage decision. Only your city or county's building or floodplain office decides whether a house is substantially damaged. It compares the cost to repair the building to the value of the building alone before the storm, not to what insurance paid. Most places in Tampa Bay draw that line at 49% or 50%. Our substantial damage calculator shows the line each city and county uses.

ICC money comes late, and only to some owners. ICC pays up to $30,000 toward raising, moving or tearing down a house, but only on a flood policy with building coverage, and generally only after the city or county finds the house substantially damaged by flood. It is paid as that work moves ahead: part can come once there is a signed contract and a permit, and the rest after the work is done. So an ICC payment can show up long after the flood claim. The data does not say why so few Helene claims show one yet. If you have a substantial damage letter, ask the company that wrote your flood policy about ICC before you decide what to do.

Deadlines keep running. Pinellas County gives owners with Helene and Milton substantial damage letters until Dec. 31, 2026 to comply with local codes. Our guide to the FEMA 50% rule in Tampa Bay covers each office's process, appeals and the money programs open as of October 2026.

Your choices. The usual paths are to repair (and raise the house if required), tear down and rebuild, or sell the house as it is. If you sell, Florida requires a flood disclosure form, and a substantial damage determination stays with the building after a sale. Our page on selling a flood or hurricane damaged house walks through it. We buy houses as-is in all three counties. A cash offer is usually below what the house would sell for once repaired, so compare it with your other options.

Method

When. We pulled the data from FEMA's OpenFEMA API on October 30, 2026, 12:42 AM EDT. The newest claim record carries FEMA's as-of date of September 8, 2026. FEMA last refreshed the claims dataset on September 9, 2026 and the owners dataset on October 29, 2026.

Datasets.

  • NFIP Redacted Claims, version 3: https://www.fema.gov/api/open/v3/NfipClaims (field list)
  • Housing Assistance Program Data - Owners, version 2: https://www.fema.gov/api/open/v2/HousingAssistanceOwners (field list)
  • Disaster Declarations Summaries, version 2: https://www.fema.gov/api/open/v2/DisasterDeclarationsSummaries (field list)

What we counted.

  • Claims: every NFIP claim with the storm's event number (FL0124 or FL0224) and the county's code. We checked that every one is named for the right storm.
  • Building payments: the field amountPaidOnBuildingClaim. A claim “with a building payment” has more than $0, and the median uses only those claims. A few claims show a negative amount, which FEMA says happens when a check is re-issued; totals include them as reported.
  • ICC: claims where amountPaidOnIncreasedCostOfComplianceClaim is more than $0.
  • FEMA aid to owners: FEMA publishes owner counts already added up by county, city and ZIP code. We add those rows up by county and by ZIP code. “Inspected with damage” is the number inspected minus the number inspected with no damage. “Damage over $30,000” is FEMA's count of owners whose inspected damage was more than $30,000.
  • Declarations: we confirmed in FEMA's declarations data that DR-4828-FL and DR-4834-FL both cover all three counties with Individuals and Households aid.

Small numbers. We never show a count from 1 to 9. A ZIP code is listed only with at least 10 claims (or 10 owner registrations) for that storm. Inside any row, a count from 1 to 9 shows as “Under 10”, and a dollar figure built from 1 to 9 records shows as “Not shown”. Zero is shown as zero. We never map or list single properties.

Queries. One request per storm and county, paged with $top and $skip in order of record id. Every query got back exactly as many records as OpenFEMA counted.

Limits of the data

  • Redacted. FEMA removes personal details from the claims data and rounds each building's map location. The city field is not available, and FEMA notes that the county code on a claim may not always match the county the building is in.
  • Claims are still moving. FEMA updates the claims data about once a month, with a lag. A claim can still be paid, reopened or changed after September 8, 2026. The data has no field that says whether a claim is open or closed, so a claim with no building payment may have been closed without payment, may be for contents only, or may still be open. ICC claims are still arriving.
  • Only insured buildings. NFIP claims cover buildings with federal flood insurance. Uninsured damage, private flood policies and wind claims are not in this data.
  • FEMA aid figures are FEMA's. FEMA says its housing aid data is self-reported and subject to human error, and that applicants can choose their county. Amounts are approved amounts and may differ slightly from official financial reports.
  • Do not add the two datasets together. One owner can have both a flood claim and a FEMA registration. Neither an insurance payment nor a FEMA inspection is a substantial damage determination; only the local building or floodplain office makes those.
  • ZIP codes as reported. A few are mistyped or belong to another county. We did not change them; most fall under the 10-record rule.
  • Not an official report. FEMA says the claims dataset is not intended to be an official federal report. The totals, medians and suppression on this page are ours, not FEMA's.
