The short version
- Unincorporated Pasco uses 49% of the building's actual cash value; the City of New Port Richey uses 50%. Unpermitted storm repairs in flood zones can draw fines of up to $500 a day.
- Probate runs through the Pasco Clerk (Sixth Judicial Circuit). Summary administration has covered estates up to $150,000 since July 1, 2026, though one Clerk page still says $75,000.
- Unpaid taxes turn into a tax certificate by June 1, and the holder can apply for a tax deed two years later.
- About 17% of Pasco homes are mobile homes, roughly double Florida's share (U.S. Census Bureau, 2020-2024).
- The Property Appraiser's sinkhole parcel list held 9,347 records on October 30, 2026. A listing comes from a permit and does not prove a sinkhole today.
Which Pasco office handles which problem?
Five county offices hold almost every record a buyer or title company will pull. If the house sits inside one of Pasco's six cities, that city may handle permits and code cases instead.
| Office | What it handles | Where to look |
|---|---|---|
| Clerk and Comptroller | Probate, recorded deeds and liens, foreclosure and tax deed sales, surplus claims | Official Records Search |
| Tax Collector | Tax bills, delinquent taxes, certificates, tax deed applications | Delinquent real estate taxes |
| Property Appraiser | The building's Just Value, homestead, sales, the sinkhole parcel list | Records Search |
| Building Construction Services | Permits, flood zones, substantial damage letters | PascoGateway and the Flood Program page |
| Code Compliance | Code cases outside city limits | Code Compliance |
The cities are Dade City, New Port Richey, Port Richey, San Antonio, St. Leo and Zephyrhills (county recovery plan, PDF). The legal description on the Property Appraiser record names the government a parcel falls under. A New Port Richey mailing address is not proof: the city warns that some properties with its ZIP codes sit outside city limits (city building division).
Where is probate filed for a Pasco house, and what estate limit applies?
With the Pasco Clerk (Sixth Judicial Circuit) at the Robert D. Sumner Judicial Center in Dade City or the West Pasco Judicial Center in New Port Richey. Summary administration, the shorter process, now covers estates up to $150,000.
- Addresses: 38053 Live Oak Ave., Suite 207, Dade City, and 7530 Little Rd., Suite 105, New Port Richey (Clerk's probate page). The page notes that a personal representative needs a Florida attorney unless they are the only interested person.
- Not in the online images: the Clerk's Official Records Search leaves probate papers out, so ask the Clerk's office for copies.
Timing is in our Florida probate timeline; selling is in selling an inherited house.

What happens when property taxes on a Pasco house go unpaid?
The Tax Collector adds a 3% penalty on April 1 and sells a tax certificate on the debt by June 1. Two years later, the certificate holder can apply for a tax deed, which can send the house to a public sale.
- April 1: taxes go delinquent, with a 3% penalty plus advertising costs (Tax Collector).
- By June 1: the Tax Collector sells certificates online through LienHub. A certificate is a lien that earns its holder up to 18% interest. Homestead parcels owing under $250 are skipped (tax sale rules).
- Two years after April 1 of the certificate year: the holder may apply for a tax deed, within seven years of the certificate (tax deed applications).
- After an application: paying one year at a time ends. Redeeming takes all back and current taxes, costs and penalties at once, and a homestead's opening bid adds half its assessed value.
Payment rules. Pasco takes delinquent taxes by money order, cashier's check, wire or cash in person, and returns personal and business checks. Escrow checks from Florida-licensed title insurers and attorneys are accepted, which is how back taxes usually get paid at closing. See back taxes and liens.
How do foreclosure and tax deed sales work at the Pasco Clerk?
The Clerk runs both online. Foreclosure sales fall on the date in the final judgment, generally from 11 a.m. on weekdays. Tax deed sales are held on Thursdays, scheduled monthly as needed, from 10 a.m.
- Foreclosure sales (pasco.realforeclose.com): any party may object within 10 days after the Certificate of Sale is filed. With no objection, the Certificate of Title issues after 10 full days (Foreclosures).
- Foreclosure surplus: the owner of record may file the Clerk's Owner's Claim for Surplus Funds before the Clerk reports the money as unclaimed. Reopening a case closed more than 90 days costs $50.
- Tax deed sales (pasco.realtaxdeed.com): no court case is filed. Notice runs four weeks in the Business Observer, and the Sheriff's Office posts a notice on the property and serves the owner. The owner can redeem until the winning bidder's full payment reaches the Clerk (Tax Deed Sales).
- Tax deed surplus: a notarized claim is due within 120 days after the Clerk mails its Notice of Surplus (Tax Deed Surplus).

How do you check a Pasco house for code cases, code liens and permit gaps?
We found no self-serve code lien search for Pasco County as of October 2026. Ask Code Compliance through its Open Violation Search form, search the Clerk's Official Records for recorded fine orders, and check permits in PascoGateway.
- Open cases: use the form on the Code Compliance page or email pascocodecompliance@mypasco.net. The county's FAQ covers problems such as a dirty pool, junk or inoperable vehicles kept outside, and cutting a tree without a permit.
- Liens: a recorded fine order is a lien (Fla. Stat. 162.09) and appears under the owner's name in the Clerk's Official Records. It cannot be foreclosed on a homestead, but it stays on the title until paid or released.
- Permits: PascoGateway opens with a "Buyers Beware" note telling buyers to confirm that renovations after Helene and Milton had permits and passed inspection. Expect buyers to ask you.
We also found no published Pasco process for reducing code fines, so ask Code Compliance about that too. More in selling with code violations.
What does Pasco's 49% rule mean for a storm-damaged house?
Outside city limits, Pasco treats a flood-zone house as substantially damaged when repairs reach 49% of the building's actual cash value, land left out. Once that letter arrives, the county's flow chart gives you 90 days to pick one of three paths.
The county's math. Pasco's flyer (PDF) takes the building's Just Value from the Property Appraiser and adds 15% for market value. Then it multiplies by 0.49. So a $200,000 Just Value gives $230,000, and the repair line is $112,700. Under it, hire a contractor and pull permits; at or over it, call Building Construction Services (727-847-8126) first. A private appraisal can set the value instead (county page). Our substantial damage calculator runs the same steps.
The 90-day choice (flow chart, PDF, 2024):
- Elevate or rebuild to current floodplain standards, with a licensed contractor and a permit.
- Demolish under your own permit, or sign a waiver that lets the county demolish it for free.
- Appeal by applying for a permit with more detailed costs, which can include a private appraisal.
The letter is on the county's flood portal: enter the address and open the Files tab (Flood Program). Check your letter for its exact deadline.
Cities can differ. New Port Richey, with its own building division, uses 50% (city flood page). The flyer also says work from the past year could change the math. A 2025 state law bars local rules that add up improvements over a set period (Fla. Stat. 163.31795), so ask the county how it counts them now. Why did Helene and Milton damage different parts of Pasco?
Helene in September 2024 pushed Gulf water into west Pasco's coast and tidal rivers. Milton two weeks later was mainly a rain storm here, flooding rivers, creeks and low ground inland.
| In Pasco | Helene (Sept. 26, 2024) | Milton (Oct. 9 to 10, 2024) |
|---|---|---|
| Measured | Surge: a USGS sensor read 7.6 feet above average high tide; the New Port Richey gauge hit 5.04 feet before it stopped reporting (NWS, PDF) | Rain: 8 to 12 inches, up to 14.94 near Dade City; coastal water about a foot or less (NWS, PDF) |
| Damage | At least 9,900 structures damaged, mostly by surge, and 200 high-water rescues (National Hurricane Center, PDF) | The Anclote and Withlacoochee rivers overflowed, and Cypress Creek hit record levels (county plan) |
| Places the county names | Homes along the Pithlachascotee River in New Port Richey and Port Richey | Parts of Zephyrhills under water for weeks; Hickory Hills properties near Dade City still partly flooded months later |
County officials estimated the two storms destroyed more than 800 homes and left 7,600 with major damage (recovery plan, PDF). Keep claim letters, photos and permits for each storm, because buyers and insurers will ask which one did what. Seller flood disclosure is in our flood and hurricane damage guide.
Is Pasco's Better Future program still taking applications?
Yes. As of October 30, 2026, the county's Individual Housing Program says it is taking applications from households up to 120% of area median income. Its page lists no deadline.
- What it covers: repairing, rebuilding or replacing homes hit by Idalia, Helene or Milton (Individual Housing Program), from a $585,704,000 HUD allocation (Better Future).
- Caps: repair $175,000; reconstruction $330,000 plus up to $100,000 to elevate ($430,000 total); manufactured home replacement $163,000 for a single-wide, $225,000 for a double- or triple-wide (summary of changes, PDF).
- Who qualifies: you must have owned the home and lived in it when the storm hit. Taxes and any mortgage must be current or on a payment plan. The 120% limit for one person is $96,360.
- Offsets: FEMA, SBA and insurance money for the same damage is subtracted, even if it was not spent on repairs.
A later buyer would not meet the owner-at-the-time rule. If you might qualify, call 727-228-4936 or email BetterFuture@mypasco.net before you decide to sell. If you already applied, ask how a sale affects your file. The state's Elevate Florida program, with Pasco as a partner county, took applications only from February 7 to April 11, 2025 (Florida Division of Emergency Management).
How do you check a Pasco house for sinkhole records?
Start with the Property Appraiser's Subsidence/Sinkhole Parcel List, which held 9,347 records on October 30, 2026. Then check the Clerk's Official Records for engineer reports and PascoGateway for repair permits.
Entries on the parcel list carry permit-based labels such as "Permit indicates stabilized structure, past sinkhole activity" or "Permit indicates sinkhole activity, unknown repair status." The list says a stabilized house, once its paperwork is reviewed, is assessed at 95% of full market value. That is a tax figure, not a sale price. A listing does not prove a sinkhole today, and a missing house is not cleared. Disclosure, insurance and sale options are in our Pasco sinkhole guide.
What kinds of houses does Pasco have, and what changes for a mobile home?
Pasco's homes are newer and more often single-family than Florida's. About 1 in 6 is a mobile home, double the state share. A mobile home sells differently depending on whether you own the land under it.
| Measure | Pasco County | Florida |
|---|---|---|
| Homes (housing units) | 271,844 | 10,256,470 |
| Median year built | 1992 | 1988 |
| Single-family detached | 63.6% | 54.7% |
| Mobile homes | 17.2% (46,893) | 8.0% |
| Built in the 1970s or 1980s | 38.6% | 34.8% |
| Built in 2000 or later | 38.4% | 32.3% |
| Median value, owner-occupied | $300,900 | $359,000 |
- Source: the Census table; the county's recovery plan, using 2023 figures, puts mobile homes at 16.6% against 7.9% statewide.
- Your land or a rented lot: a home on land the same owner holds, tied down and hooked to utilities, is taxed as real property and gets an "RP" sticker. Otherwise it must display a current license plate (Fla. Stat. 193.075).
- Evacuation: Pasco's 2026 Disaster Guide (PDF) includes manufactured homes in all five evacuation levels, A (storm tide up to 11 feet) through E (up to 36 feet).

What if your Pasco house is in a community development district?
Many Pasco subdivisions sit inside a community development district (CDD), a special district that levies its own assessments. The Property Appraiser lists more than 40 of them. Those assessments are a lien on the house until paid and can be collected on the county tax bill.
Florida's CDD law requires a bold notice in the contract for a home's first sale. It says the district may levy taxes or assessments on top of county taxes (Fla. Stat. 190.048). The law also requires each district to record its financing disclosure in the county property records (Fla. Stat. 190.009; liens under 190.021). On a resale, expect the buyer and title company to ask for the yearly amount. It is on your tax bill if the district collects there, or ask the district (district list).
Where does Tao Home Buyers fit, and what else could you do?
We buy houses for cash across Pasco County as-is, including ones with a substantial damage letter, sinkhole history, or a mobile or manufactured home. We are one choice among several, and for some Pasco houses another path leaves you more money.
| Path | Often fits when | Pasco detail to check |
|---|---|---|
| Repair with storm help and stay | You owned and lived in the home when the storm hit | Better Future income limits and offsets |
| Repair, close permits, then list | The work is moderate and you have time and cash | Permit status in PascoGateway |
| Sell as-is on the open market | The house can still be insured and financed | Buyers will look up storm letters and sinkhole records |
| Sell to a cash buyer | Repairs are large, taxes are heading toward a tax deed, or you want a set closing date | Offers usually come in below a fully repaired price |
| Sign the county's demolition waiver | You have a 49% letter and will not rebuild | Read the waiver and ask what it means for the lot |
If you sell to us, the buyer on the contract is our own company, Tao Builders LLC. We never assign or wholesale it, and you close at a licensed title company. With clear title we can close in as few as 10 days, on the date you choose. Earnest money reaches the title company the day you sign, or the next business morning if you sign after hours. Our proof of funds is a letter from our lender.
Matan owns the company. He has bought houses around Tampa Bay for 4 years, more than 50 of them personally. He is a licensed Florida real estate sales associate with Jay Alan Real Estate, and he buys for his own company as a principal, not as anyone's agent. Our offer will usually sit below a fully repaired price, so if your house needs little work, listing it may leave you more.
